I. OBE FRAMEWORK
The College of Engineering has established its OBE framework for Continuous Quality
Improvement which was adopted last August of 2018. The OBE framework as shown in Figure 1
begins from the inputs and feedback that will come from the Program Advisory Panel which
consists of the Industries, Professional Organizations, Alumni, Accrediting Bodies, and other
stakeholders. These inputs and feedback together with the Institution’s Vision and Mission (VM)
will be considered in the formulation of the outcomes. The VM will serve as inputs as they are
being formulated by the University Officials. The Program Educational Objectives (PEO) as well as
Program Outcomes (PO) shall then be defined in congruence with the VM of the institution. All
learning outcomes (LO) for the different courses shall be defined and constructively aligned with
the PEO and PO. This will be followed by Course Planning and Delivery where syllabi are prepared
which contains the teaching methods, learning activities, and assessment tools and strategies.
The VM defines the expected graduate attributes while the PEO describes what graduates are
expected to attain within three to five years after graduation, The PO describes what students
know and can do after graduation and CO describes what the students know and can demonstrate
at the end of the course.
After the implementation of the Outcomes-Based Teaching and Learning (OBTL), Assessment
and Evaluation of the OBTL will be conducted. The result of such evaluation will then be
feedbacked for the purpose of analysis and decision making for quality improvement. The cycle
of the OBE framework is repeated to achieve continuous quality improvement (CQI).
